There are a few things any quality rain gear should include: seams that are sealed (either taped or welded) to keep out moisture, extra length to avoid gaps, an adjustable hood to cover your hat or head, breathable material, and — of course — waterproof fabric.
When you’re hunting in the rain, you need to stay dry and be able to move freely. Pick a rain jacket that gives you room underneath to layer and to move your arms, but one that isn’t so loose it gets caught or bunches up.
